Updates From the KLBC Criminal Law Practice Committee Regarding IPD Dang Wangi

Dear Members of the Bar,

Thank you for your feedback/complaints regarding IPD Dang Wangi. We are pleased to inform members that we have recently met the Dang Wangi’s Officer In-Charge of Police District (“OCPD”) Tuan Mohd. Fahmi Visuvanathan Abdullah and highlighted the issues/complaints we received. We are glad to inform that the meeting with the OCPD has brought some positive developments which are beneficial to our members, particulars of which are set out below: –

Complaint regarding private lawyers not being allowed into the lockup area to conduct remand hearings

The OCPD has issued an immediate directive not to restrict/prevent private lawyers’ entry into the lockup area for the purpose of conducting remand hearings.

Difficulties for lawyers representing arrested suspects to get information

We have highlighted that the police personnel are not cooperative/refuse to divulge information to lawyers relating to an arrest. To address this issue, the OCPD has assigned the following police personnel to give information to lawyers representing the arrested suspects:-

1. Narcotic Department – ASP Mustaffa Bin Latye at 012 203 5657
2. Criminal Department – DSP Gunalan a/l Muniandy at 019 311 4418
3. Commercial Department – Lance Corporal Gopinath a/l Nagarajah at 016 519 1025

The personnel mentioned above will give the name of the investigating officer in charge of the investigation, grounds of arrest and whether the person would be remanded.
