Circular No: 091/2023
Date: 21 July 2023
Dear Members of the Kuala Lumpur Bar,
The Kuala Lumpur Bar Committee Civil Practice & Court Liaison Committee has raised with the Director of the Kuala Lumpur Court (“Court Director“) the possibility of reopening the entrance to the Right Wing of the Kuala Lumpur Court Complex (“KL Court Complex“) which have been closed since the Covid-19 pandemic began.
The Court Director informs us that after several internal security meetings, a decision has been made to maintain the main lobby as the single point of entry to the KL Court Complex. The decision is in compliance with the Court Security Standard Operating Procedures (“TOSKM“) issued by the YAA Chief Justice which recommends, among others, restricting entry to the KL Court Complex through entrances controlled by Security Guards under the Court Security Unit’s supervision.
In addition, the decision to close the Right Wing entrance of the KL Court Complex whilst maintaining the main lobby entrance has received the support of the Office of the Government’s Head of Security (“CGSO“) based on a safety monitoring visit carried out on the KL Court Complex.
The Court Director understands the difficulties faced by all Court users due to a singular entry point. However, the Court Director is of the view that on a balance, a higher priority should be given to ensure the overall safety of the KL Court Complex.
