Private Lawyers Not Being Allowed Into The Lockup Area To Conduct Remand Hearings

Circular No: 148/2023
Date: 13 October 2023

Dear Members of the Kuala Lumpur Bar,

We have received feedback that there are instances where private lawyers were prevented from entering the Dang Wangi Lockup to interview suspects.

On 25 July 2023, we wrote to the OCPD highlighting the issue and seeking confirmation on the Standard Operating Procedure (“SOP”).

Kindly be informed that we have received a reply letter dated 18 August 2023 from IPD Dang Wangi on 10 October 2023.

Please take note that the following SOP applies to remand cases:

  1. Remand Form must be submitted to Lock up by 9:00am.
  2. Interviews of the OYDS are from 9:00am to 10:30am.
  3. Presence of Magistrate for the Remand Process starts from 10:30am until the process ends.

Private lawyers are advised to bring along the letter of appointment to expedite the process of entering or leaving the lockup area to meet their client/suspects for the remand process.
