Issuance Of Summons For Vehicles Parked Along The Shoulder Of The Road Leading To The Main Entrance Of The Kuala Lumpur Court Complex

Dear Members of the Kuala Lumpur Bar,

We understand that the traffic police have recently been issuing summons to vehicles parked along the shoulder of the road leading to the main entrance of the Kuala Lumpur Court Complex.

Prior to the same, the KLBC has officially written to the Chief Police of Kuala Lumpur and Chief of Traffic Police to extend the moratorium on the issuance of summons to vehicles parked along the shoulder of the road leading up to the Kuala Lumpur Court Complex.

We have received a response from the Traffic Investigation and Enforcement Department of Kuala Lumpur (“JSPT KL”) informing us that parking vehicles along the shoulder of the said road as well as along the yellow line and near the fire hydrant, is deemed inappropriate as it obstructs traffic and violates road regulations under the Road Transport Act 1987. We have also been informed that the JSPTKL has received complaints that the parking of cars along the shoulder of the said road makes it difficult for their large vehicles to drive to the Kuala Lumpur Court Complex.

The issue had also been brought by us to the attention of the Director of the Kuala Lumpur Court Complex previously. They have indicated that on the advice of the Fire and Rescue Department of Malaysia (“BOMBA”), they have taken the position that they cannot support a request for a moratorium as the vehicles parked on the shoulder of the said road would make it difficult for the BOMBA vehicles to access the Kuala Lumpur Court Complex in the event of an emergency.

In light of this, we advise members to park their vehicles at the lawyer’s car park located on the right side outside the Court Complex or the public car park on the left side outside the Court Complex. Additionally, there are approximately 100 parking bays on the right side of the Court compound available for lawyers to park their car.

We are also informed by JSPT KL that there are parking spaces available at the Federal Territories Mosque and the Medan Selera Jalan Duta, as well as along Jalan Sultan Mizan Zainal Abidin where members can park their vehicles.
