Standardisation Of Records Of Citizens Of The People’s Republic Of China In Title Documents

Dear Members of the Kuala Lumpur Bar,

We have received a letter dated 21 April 2026 (“Letter”) from the Federal Territory of Kuala Lumpur Lands and Mines Office (“PTG WPKL”) regarding the above.

We have been informed that PTG WPKL frequently receives applications for corrections under Section 380 of the National Land Code in relation to the particulars of citizens of the People’s Republic of China, arising from inconsistencies in the passport records of such individuals.

Following this, PTG WPKL sought confirmation from the Ministry of Foreign Affairs (“KLN”) on the proper manner of recording the details of citizens of the People’s Republic of China. Based on the feedback received from KLN, PTG WPKL has standardised the format for such information in title documents, as summarised in Schedule 1 of the Letter.

Accordingly, members are requested to ensure that the details of citizens of the People’s Republic of China, particularly in instruments, forms, and applications for consent to transfer ownership, are recorded in accordance with the format set out in the Letter.
