Dear Members of the Kuala Lumpur Bar,
As you may be aware, there have been notices placed recently at the 2 parking areas outside the Kuala Lumpur Court Complex (“External Parking Lots”) notifying users of the imposition of parking charges beginning from 1 September 2024.
The Kuala Lumpur Bar Committee Civil Practice & Court Liaison Committee (“KLBC CPCLC“) held a meeting with the Director of the Kuala Lumpur Court Complex (“KL Courts Director”) on 23 August 2024 to discuss, among others, the above issue.
Based on previous inquiries by the KLBC CPCLC when attempting to address maintenance and repair issues for the said External Parking Lots, it has been established that the External Parking Lots are not under the management and control of the Kuala Lumpur Court (“MKL“) nor of Kuala Lumpur City Hall (“DBKL“). Instead, we have been informed by the Department of the Director General of Lands and Mines (“JKPTG“) the Federal Lands Commissioner (“PTP”) is the owner of the lands on which the External Parking Lots are built and that the Prime Minister’s Department is to regulate the area in accordance with Pekeliling PTP Bilangan 3 Tahun 2008.
During the meeting with the KL Courts Director, we were informed that a private entity known as Jewel Jupiter Sdn Bhd had applied for and was granted approval by the Land Office and the Valuation and Property Services Department (“JPPH“) to refurbish and administer the External Parking Lots. The Kuala Lumpur Courts have no oversight over the application and/or works carried out in the External Parking Lots, and were in fact only notified of the same after construction had commenced.
Upon the completion of the refurbishment works, it was indicated that there will be close to 500 parking spaces available outside the Kuala Lumpur Court Complex, subject to payment of parking charges.
We will be liaising with PTP and attempt to seek a waiver and/or discount of the parking charges for members of the Bar.
In the meantime, the KLBC CPCLC has requested that the Kuala Lumpur Courts provide additional parking for members within the precincts of the Court Complex, and have also requested that the Court to open the side gate nearer to the Inland Revenue Board of Malaysia (“LHDNM“) which will enable access to the parking lots along that perimeter of the Court Complex. The Court has indicated that they will consider these suggestions in conjunction with the Head of the Kuala Lumpur Courts Security Department.
